Base rate of 22 carat gold

Why jeweller shops like Malabar,Joyallukas,sky and others quote 22 carat gold base rate as 145 riyal when actual rate is 135 riyal(Rate as of 30.06.2017).? Additionally they charge 15-20 riyal per gram making charges making gold costlier. I just wanted to know rational behind higher base rate.
