Bad ooredoo home internet speeds to outside Qatar

Hello,

Ill try to make this post short. 

I live 3mins away from my friend's house. we both have 20mbps internet speed subscribtion.

looks good!

Looks alright too.

looks horrible. my experience to anything but youtube, google stuff, and few more has been so bad. like for example, i cant even watch twitch.tv streams at medium, while my friend easily plays it on max.

I tried calling ooredoo and had a technician coming by and i talked to some sort of manager(?), i was told by all, "as long as your internet is 20mbps to our server, your internet is working correctly"..

what can I do in such situation? when im clearly not getting anywhere close to the experience i should be getting?

Yes, I have tried everything, including restarting routers, gateways, router to have same IP, you name it..

anything to be done here?
