outsourcing advice

hi to all! im so new new here and luckily i got a job in HR. Ive been working as HR Officer back in the Phils, the thing is, my boss wants me to do HR functions more specifically to handle the outsourcing.

he wants to expand the company and wanted to hire more indian nationals thru recruitment agencies. anybody here who knows exactly how to go about it...this is my first job abroad and my first time to be doing outsourcing. im just not so familiar with this process..

any advice where to begin? can i simply do random calls on recuitment agencies or what?
