It has been a part of all the debate in our government (opposition vs administration), and was firstly proposed at the time of Ramos by House Speaker JOse De Venecia the Charter Change in line to the shifting our Current Presidential Govnt to a Parliamentary Gov't but shifting or changing our current system & Constitution, must first have to amend our existing 1987 Constitution,actually pang-pitong Constitution na ito, Under the current constitution there are three modes of which it could be amended: people's initiative (PI), constituent assembly and constitutional convention. All three would lead to a referendum wherein the proposed amendment/s or revision/s has to be approved by the majority of Filipinos in order to be adopted.

FYI: House Bill 1109 was passed on 2 June 2009 with a vote of majority of the Congressmen present. The way this resolution was passed has been questioned by many as unconstitutional. It does not follow the process written out to form a constituent assembly. Only the Supreme Court can now decide whether
this is Constitutional or not.
