I notice your from the UK, if you mean unlocking from, for example vodafone, so you can use a qtel sim then you can't get it done here I've tried! However if you have just forgotten your password/keylock code then you can.

 Go to AlSadd street behind KFC you will find there alot of Cell phone shops check with any they do it for about 100-150QR. and you can take it to Souq Najda Sony Eric shop they will do it for you.
