Will medical commission issue justification letter for delayed of medical report?

My brother is in visiting visa and we wish to extend it for a month. He attended medical in Al Khor PHC 23 days prior to the expiry of his visa. Al Khor PHC lab has told to come after 10 days for results. Then we went after 10 days, Al Khor PHC lab guys told us to do the test again and he did it, today his visa is expired and still we did not get result from Al Khor PHC, One of the lab techs in Al Khor PHC lab saying us to come after EID holiday to collect report and we may get a justification letter from abu hamour to avoid the penalty (200QR per day).

What I want to know is, does medical commission issue any justification letter for their delay?
