Wife's sponsorship of husband - help on appeal process

Ok guys.... help is needed.
Im american - my husband is egyptian and already working Doha for 4 years. He is still under his works sponsorship. We have applied for him to be moved to my sponsorship but under a residence visa vs a work visa.
Reason being is that we've just given birth to our daughter and have decided that for the next year, he will stay home and then also start back to school to get his masters. Therefore, we wouldnt need a work visa.
We applied - rejected which was expected. We then appealed and gained the appt to do in front of the 'committee'... they too declined this. Literally, I just checked the website today.
Im not sure which direction to go now.... how do we go about going higher? This is a legitimate situation and them declining is ludicrous.
Salary is not an issue and Im also on the CR for my company so I cant figure out why they've denied.
I really need some advice on this on how to escalate further aside from posing a little fit at the labour department (probably not the best bet right before Eid!)

He can resign from his company and get a NOC from his present Company, leave Doha for just few weeks, then you can apply a new visa and then i hope that you can get the visa. ( i also agree with longtime)

Can your company offer any help? Do you know or work with any folks who could help? Sorry, I know that this doesn't really help but someone high up might be the best source.

I think the best way to get him under your sponsorship is changing his sponsorship under your Company (as you said your name is there in the CR). So officially he will be an employee of your Company. I am sure there will be no problem in changing his sponsorship from one company to another rather you can say from one work visa to another work visa.

Try this formula and I hope it will work.
