Why companies forward employee educational documents to CID?

They are not sent to the CID, they are sent to the Labor Department while hiring. The labor dept does anything that has to do about the certificates. It is a part of the process. The CID does a criminal record check.

It is to justify hiring you for a certain position. All the documents you submit to a company and the offer letter is sent to the immigration and the CID. If they find that they've a suitable/qualified Qatari national that can fill that position, they will reject your application (i.e. you'll not be able to fill that job vacancy).

if they were to catch you with fake certificates then you could be banned from entering Qatar

To curtail fake certificates produced by the employees. It is always better to recheck and confirm before recruiting employees in a senior positions.
