Which hotel can issue a visa?

Hello everybody!
I'm going to visit Qatar in January. I'm trying to find out a way to get visa for entrance.
I booked a room in the LA Villa Hotel, but they said that they do now issue visas for women who are under 30 years old.
Do you know any other hotels which can help me to make tourist visa. I'm 22 russian female and it seems a real problem to get there.
Also may be you know any other ways to get the visa?

Im living in Doha and have friends who booked visas through here, Im actually going tomorrow to check for visas to my friends, will let you know if you want the outcome.
