when you exit and already renew you visa you have obligation to pay for that

good day to everyone,, im planing to exit when i finish my two years contract,but my work visa is expire this coming feb 28,2013,and my contract ends this coming augost 28,2013 .i have a question im a liable to pay my visa when i file an exit when my contract ends? i have emcounter with my other co worker before that they file exit but there visa already renew and my company they charge for visa,but if you exit in the ends of your visa they charge you resign and you shoulder your plane ticket.is this allowed?
