when to apply after rejection

My daughter was applied visit visa to family resident visa. We checked online the status is application under review for 3 days after checking again the status changed to application is rejected. We don't know the reason because me as the mother and my two kids are already family resident visa holder. My daughter just came in Qatar one month ago because of her studies need to finish. Her age is 22 years old. After checking in MOI Gharaffa of my husband we can meet the captain by October and it is too far. Can we apply again immediately after the rejection?
