What is the requirement for a Degree holder wish to change sponsor's?

I has been working in Qatar for the last 11 months.
Recently i got another better offer, wish to change sponsor's.
My former company and sponsor's refused to sign the transfer sponsor application form and give me the NOC.
I heard about from my friend, there is a special condition for the degree holder in labour law(only one time) which is can be change sponsor's without their concern.
I would be much appreciate for anyone can help me on this issue.

Joke of the day? If that is the case how many degree holders in Qatar would have changed their jobs and Sponsors.
