To apply for the visa the applicant will need a copy of their id or passport and a copy of your (visitor’s) passport (a scan will do), a letter from the applicant’s own sponsor (i.e. their employer) and proof of their relationship such as birth certificates. They also need two photographs of yours (visitor).

He need to apply at the Gharaffa immigration department near Landmark Mall.

You may need an exit visa from KSA (al kharooj) same thing applies in Qatar, if you are in Qatar for more than 14 days you will need an exit visa plus if you stay longer than a month then you would need to get a medical exam.

Once you have a visa in your possession you may travel from anywhere in the world that has the airport, except from your own home country, because once again, the law is strict to protect its citizens.

Rules are pretty straight forward and somewhat closer alike to KSA.

Thank you very much mawalie for your reply .your suggestion is such a great help for me.One more thing I'd like to ask, What will my relative need to do or submit as requirements for them to apply a visit visa for me. Will the KSA embassy allow me to go to qatar if I have a visit visa?Thank you very much.

Visit visa for family members is one month renewable for a maximum period of five months for immediate relatives and two months for other relatives and is 220 riyals. There are no special conditions for it.

Tourist visa is a two weeks renewable visa for two more weeks and the conditions for it are as two-way ticket on the Qatari Airways, either the presence of immediate relatives in Qatar or booking at a hotel, and an amount of 5000 riyals or its equivalent in possession.

I recommend you to go with first option!

what are the difference between tourist and family visit visa? If that's the case then I will really try to convince my cousin to apply a visa for me earlier before my contract here in Riyadh will expire or else I have to apply there in my country Philippines which according to you would be more difficult. Thanks a lot for your advice..

You really don't want to take your chance to go to Qatar via Philippines because they have the travel restrictions for all kabayan due to labor violation.

In this case you may have to go via neighbor countries like Hong Kong or Thailand.

If your family member meets the income set up by the immigration department, they can obtain a tourist visa for you which will be most cost effective and least time consuming.

If you are any Gulf residence you may get a visa on arrival. Check with the Qatar Embassy in Riyadh or Consulates in Jeddah or any major city other than capital.

If you are not a resident than you may get a tourist visa via Qatar Airways, but for this you have to book a hotel with them and of coarse get a round trip service.

Simplest procedure will be (if you're not a Saudi resident) for your family member living in Qatar to get you a visitor visa if they're the resident of Qatar. I hope this answers your question.
