Visa Status : Valid to use, but Visa application got rejected?

Dear Friends,

I got a work visa (Visa type : Work-yearly resident) from an employer in Qatar on July 2014, but due to some personal issues I was not able to join that company. The validity of the visa was until January 2015. The status is showing as 'The Visa is Expired' and 'Valid to use'.

Last month I got an offer from another employer in Qatar and they have applied me for work visa. But the application got rejected. They applied manually again and that also got rejected.

Can anybody please advice on this issue.

I want to clarify whether there will be employment ban in Qatar, if a person didn't use his issued employment visa after the expiry of that visa? as per Qatar Labour Law?

It could be that the visa has:

1. Six months validity to enter Qatar

2. Six additional months to finish all formalities to convert the visa to a resident visa.

So, IF THAT WOULD BE THE CASE, it is within the hands of Employer 1 to cancel the visa so Employer 2 can apply for a new visa. Or just wait until July/August and MAYBE Employer 2 can apply for your new visa.

I checked with my previous employer but they told me that there is no issue from their side and can apply for new visa. They also told since visa got expired on January-2015 NOC is not required.

If they refuse to give NOC how long should I wait?

Any other way to get new visa?
