my brother was issued a work visa for qatar but he lost his passport in india, he has been issued a new passport with a new number but also with a mention of his old passport no. can he travel to qatar on the new passport but visa issued on old passport no, pls advice me.

Had the very same experience only a few weeks ago. With the old passport number on the new passport, he will not have any problems.
