Visa Cancellation

Hi everyone, is there a way to cancel an approved visa application but was not paid yet? The situation is, my brother is under my sponsorship as family visa, he then found a job here. i gave NOC as the sponsor of my brother to allow the company to apply for new visa. After a week, my brother decided to resign because he did not like the work, so he seek advise from the admin of the company and he was told that he can still resign since the visa application has not been processed yet. then he did. Now, he was able to apply with another company and was applied again, but was not successful due to the previous application of the old company which is pending for payment. My question is, can the old company cancel their application even though the visa was not yet paid by them?
