And for your information you too cannot go by your own car i mean if you are a resident visa holder you have to take the tour bus for umrah no cars allowed now till today Jan 18 2016. As for the process: The visitor should have a extended visit visa in Qatar, the passport should not be near expiry (6 months), The visitor should pay a fees of 100riyals (not sure) for a re-entry visa before leaving for umrah - this will help in re-entering Qatar without any problem.
Apply for Umrah visa to the tour operators check for lowest price offering you need a white background photo, xerox copy of passport as well as the original passport to be submitted, you will need to take vaccination before you leave to umrah; from mesaimeer health center.
If going by your own vehicle: the vehicle should be in your name without any fines (you may have to clear all the fines before leaving or at the border).
Wait until December when the Hajj finishes maybe they will allow people on visit visa to go for umrah. Right now they cannot go. And people can only travel by Tour operators or fly by Air for umrah, you are not allowed to travel by land in your own vehicle. This is just to reduce the incoming traffic in Makkah. May Allah make it easy for us….

if parents are on family visit , can they perform umrah ?
Now a days, on visit visa, Saudi immigration is not issue any visa, and you cannot travel on your own vehicles, it is not allowed now a days.
No Visitors are not allowed to go for umrah from Qatar.
@isra.... I think now they stopped allowing to travel by our own vehicle. Even visit visa holders are not getting Saudi Visa to perform Umrah.
