Travel clearance for minor (DSWD)

I do have an illegitimate daughter from my ex-girl friend in the Phil and I already requested to DSWD for the travel clearance for minor, however DSWD decline my request.

DSWD required me either of the following:
- letter from the biological mother that allowing my daughter to travel. (additional requirments: photo copy of ID of Mother)

- or either a court order of legal guardianship that was awarded to the father.

We have an on-going court case hearings in the Phils regarding the custody on my daughter but it may take too long, I wish to bring my family here in Qatar including my illegitimate daughter.

Can anyone can help me to have a DSWD travel clearance for my daughter? Or any legal suggestions ?

Better to talk to your ex GF and ask her to grant your eligitimate daughter to have a DSWD or authority to travel with you, just a letter with notary stamp, and present it to dswd, so they can give you letter to avoid hassle from the phil. airport.
