If a person visit Qatar for one month, and here he got a better job opportunity. Is that visa is transferable?

Is it possible to transfer your visa to another person's name? The answer is NO.

Is it possible to convert your tourist visa to a working visa? The answer is YES.

If you mean change your visit visa to work visa the answer is yes. But it will depend if that said company has a work visa.
