You can do it by any of the hotels here in doha, just you need a copy of his passport, and they will do it for you, they will charge you around QR 600, just for the visa....
visit airport immigration dept. submit your passport photo copy and of your brother. fill-up the immigration form ask some arabic guy to help you in answering the form, go to counter and pay qrs.100. then check the moi website by entering your control no. w/n 24 hours you have the visit visa of your brother only valid for 1 month.
if your salary is qr7k ask the liason officer(mondob) of your company to arrange the necessary documents for you, like approved or guaranty letter from your company allowing you to sponsor your brother and your latest 6 months bank statement. plus the affidavit of support coming from the phil. embassy. if you can complete all the required documents you can submitt it to qatar labor dept. once approved you are allowed to sponsor your brother up to 6 months here in qatar.
