Should RP be valid to transfer visa

Dear Friends,

I have my visa to transfer to new company. I have got release from my previous sponsor, but RP expired in june 1st week. Now my question is, can my visa be transferred while the staus is expired

renew your RP first then transfer the sponsorship it will not take more than one day without RP department will not accept your documents....

how panalty is applied, it's now just 20 days past, since RP expired.
