Is this a rumour????

I just heard that the law for the need for NOC is about to change(or changed) for managers, engineers and other professionals. I was told that they don't need an NOC from the employer for anything, we can change our job whenever we like. And no need of an exit permit too. more right have been given to professional expatriates.
I know its too good to be true.
Could anyone please confirm if it is just a rumor or not.

BTW the person who told me works in Qatar steel in a reputed position. He is just an acquaintance of mine.
