RP Not Cancelled left Qatar, expired 1 year on

Left Qatar on an emergency and could not be back before the RP is expired. Now RP is expired and it is one year on. Can I re-enter Qatar with another employment visa or should I have to get NOC. I believe we could pay a sum of QR4500 for removing of old visa from Immigration system. Please give me any details that you may know.

Why companies are refusing NOC. Is it ethical? Is it professionalism? It implies to be a business revenge, if I can think of.

If I am getting an offer with a government sector, like QP. Do I still need a NOC from this company?
