Resident visa requirements

Hi

I have my wife here on a tourist visa. I understand this cannot be converted to a residency.

Can i apply for a residency visa or a visit visa while she is still in Doha on a tourist visa or she does need to exit

Also how long would it take to get the visa and in terms of time to process visa which is a better option residency or visit visa (later converted to residency)
