Residency Permits in more than one GCC country

golu
By golu

The Qatar Foundation publishes an Immigration and Related Services Guide for its employees

Now page 5 of this guide states:

"Those coming on Permanent Visa and have valid Residency Permit of any other GCC country are advised to cancel the same prior to their arrival as this will delay their Residency Permit process and they will need to pay additional cost. (Employee: QR.1500) (Family member: QR.500)."

The guide refers to delays in processing on another page in the guide as well. Now I'm wondering if this implies that IT IS possible except with an additional cost OR are these rules special for QF employees?

Another page in the guide discusses processing times with the following comment (Read the last bullet):

It might take more time for below listed cases.

  • Any one who arrive on Official Visit Visa and need the same to be replaced with a Permanent Visa.
(This is necessary when there is not sufficient time to acquire a Permanent Visa).
  • Employee age 60 & beyond and under 35.
  • Any one who are holding GCC Residency Permit and like to maintain both.

Now this definitely implies that its possible... Comments anyone?

Oh BTW, I'm sorry if this guide is private property, its available on the web and I came accross it on Google (so blame them please!).

I am working in Saudi Arabia as Mechanical engineer, I got job offer and visa to join in Qatar. My current employer in Saudi Arabia is not giving me the settlement amount now, it will take around 6 to 8 months to get it. Can I go on exit reentry visa from Saudi Arabia, and join the job in Qatar and get the qatar Residence permit?

Also pls clarify that if someone does not return to UAE within 6 months and the UAE visa gets INVALID, can we still get Qatar residence visa??

Pls reply as it is urgent.

If you are workin in Saudi Arabia having a Saudi RP with a good profession is enough, as for Bahrain Visa is free (14days) if you have a saudi rp compared to other gcc were they charge you 60 dhs for a 3 day visa. Travelling to uae, kuwait and doha will be coasting 100 Dhs which is cheap enough compared to geting a separate rp. Regarding oman i dont have any idea as i have not yet visited.

You can get multiple RP in gcc, as there's no prob. One of my uncle has 3 RP thats from Saudi, Bahrain & UAE.

I know this question was asked on this forum few times already but with new immigration laws coming out in the GCC and with changing economic conditions I need to ask the question again just in case recent updates/development can be shared again. I now work with a multinational organization in the UAE and currently pursuing a new job with a semi-government organization in Qatar. Obviously I have a residency visa in the UAE so does my family. My question is related to my options if the new employer in Qatar extends an offer then the question what would I do. The dilemma is primarily due to the fact that my kids go to school in the UAE and they have to finish the year before we move. So, if I resign and manage to keep my residency in the UAE until May time for schooling related requirements can the new employer get me (only for myself for now) a work permit or residency in Qatar until my entire family moves to Qatar in June. Would be allowed to have both on my passport? Is this allowed by Qatar? Does it need to be residency permit in Qatar or can it be a simple work visa until my entire family move there in 4-6 months?

Your feedback is appreciated.

Jamal...

FYI, I have Qatar and KSA residence. I've not paid a penny more. My previous employer has kept my residence open so that I may return later (2 years exit permits= SR2000. New visa = SR2000. No brainer for them.) as my current project is 2 years and they have a 2 year gap till their next project :o)

All things are possible but a lot of it depends on wasta at both ends, and I guess, nationality, as a Filipino colleague was told he MUST cancel his UAE visa.

if you have a valid RP ... leaving the country and not coming back without cancelling it ... are you not consider as 'absconding'?

I got my Qatari RP after quite a few discussions with the personnel department on why I wanted to keep my Saudi RP. Eventually I got my Qatari RP valid for 1 year only. I have 1 year to either let go of my Saudi RP or have my Qatari RP renewed again for 1 year (which is fine by me).

I would not advise this to anyeone else, unless it was absolutely mandatory for you keep two RP's.

I knew a friend. She went on vacation and never returned back to Qatar. She then applied and worked at UAE, but since her RP in Qatar still valid, her UAE company sent her back to her employer in Qatar to cancel her RP here which she did and went back to UAE and obtained the RP there.

I think same thing can happen to you, your Qatar employer will send you back to Oman for RP cancellation, of coarse with a job offer in your hands, so your Oman employer could believe you and will agree to cancel your RP.

Sometimes what happens, while being employed in another country in GULF and due to buoyant market conditions, sometimes employers do not cancel the resident permit though employee properly resign and relieved from company premises. It is the employers responsibility to send a Public Relations Officer to the airport along with the employee to cancel the visa in the passport and also the residence permit. In some countries, like Oman, the employee can quit and exit the country (with visa cancelled in the Passport and Residence permit cancelled) and return within 1 week to another employer within Oman. Due to this policy of Oman Government, some employers loose their employees to other counterparts within Oman. So, rarely, employers take stand not to cancel the visa in the passport so that the employee cannot return to Oman for a minimum 6 months.(The rule says that if your residence permit is not cancelled or visa is not cancelled in the passport, you cannot enter again in employment visa to Oman for a minimum 6 months) . At the same time, in few cases, some employers do not wantonly cancel the visa in the passport thinking that the employee might return to Oman. As all agree, the employee can go to another country also for employment. In such cases, the persons will have already a resident permit in Oman before entering to another country like Qatar for employment.. I understand from the forum that Resient permit from other GCC to be cancelled before entering to Qatar. For no fault of employee, in this case, the Resident Permit will be open in Oman if a person chooses to go to Qatar.

1. Please advise what could be solution if someone do not have the visa cancelled in the Passport in Oman or not having the resident permit cancelled from Oman before entering to Qatar.

2. Does Qatar Government charge any penalty after landing in Qatar( employment visa) to cancel the Oman Resident visa.

3. Any cases happened to your folks though the employee properly resigns in Oman, clear the debt of loan from OmanBank and have a clean record in Oman, but due to the fault of employer at Oman, the employee facing problem in Qatar obtaining Resident Permit

Please guide and somebody share their thoughts in this matter.

hey sly, sorry for the late response.. well i dont know much about the process, but yes it is indeed possible provided that you'd be under the same sponsorship.. i do travel to uae once every 2 weeks & so far haven't faced any problems yet & hopefully i wont :) -- as for your uae rp cancellation, they might have done that electronically... but still try to have it checked by someone back there if possible.

I have a residenc permit in uae too and i am trying to get a residence permit here also. i have came here to doha last feb with my uae employer's consent they told me to send my passport for the rp cancellation so i did. after 2 days they sent me back my passport telling me that they have cancelled my uae rp already but there was no CANCELLED stamp on my uae rp on my passport. im wondering if this could affect my company here in doha in obtaining a RP for me.

some PRO said they could not give 2 GCC residence permit but some says its possible.

can you please advise if i could still get a RP here without any hassle.

Obviously this response is kind of late but to those who are still wondering, yes it is possible... To have more than one GCC residence / work permit that is. I’ve UAE & Qatar both stamped on my passport and it only took like 3 working days after the finger printing process for the visa to be stamped. Aside from the 1,500 fee that your company should pay to have it processed, they’d only check if you have got the same sponsor from the other country.

I've got parents in Saudi Arabia that I'd like to visit every now and then. I'm willing to pay for the hassle of maintaining both permits, even though I understand that obtaining Qatari visit visa's for them shouldn't be a problem. It's obtaining visa's for Saudi thats a problem. Saudi Arabia is the only GCC country that doesn't issue on-arrival tourist visa's for GCC residents.

Why on earth would you need residence permits for more than one GCC country!
