Regarding NOC....Urgent!!

How long one has to work with a company to get a NOC, i have joined some 4 months back,comapny is showing bankrupty now, i didnt get my salary for last month, my family is here i need a job immeditely. earlier my employer said that he will give me the NOC, now when i have already lookin for jobs , he has started that any pvt. company can not issue NOC before 6 months , is it true,i am in big fix.
