QATAR needs a 3rd party labor Organization
Just to give you an idea regarding the rectifications, advantages and disadvantages of the recently concluded and imposed labor rules here in Bahrain which is applicable to qatar as far as I understand it. I think this will be a good kick start for all of us expats.
Before (I came here in Bahrain around 4 years ago), there were few companies (considerate companies) who is giving NOC and Local Transfer papers (for employees who want to join other companies after their contract) but still almost 95% of the local companies and establishments were still on the traditional way of treating their staff and workers.
If you are a newbie then you got a release from your company you will be lucky to join another then the 2nd company you joined will have to give another release/local transfer documents prior to the new company you wish to join and so on. But unluckily, most of the people sent were back home if they resigned to the present job even there is an offer letter from the new company. cancellation means leaving bahrain and if you are lucky enough to bring the new company NOC with you, its good for you, you just have to exit somewhere in GCC then come back as soon as you can but you have to spend for it. but most of them were sent back home and kept waiting for the documents for them to come back and work again in Bahrain. Worst situations, some companies forget nor ignore your application status and you were left behind waiting for nothing.
But since before I came here there were news about "NO MORE RELEASE" etc.but still companies are taking advantage of their worker's ignorance of the prevailing rules. Still people are trying their best to influence the Labor Ministry. Finally, just this April 2008, after years of negotiation, a 3rd Party Organization tends to rule the Labor Market, Procedures and Sponsorships and a lot more. Now, expats here in Bahrain can easily transfer to another companies considering the clause on the amended LMRA Rule that: "Subject to the provision of paragraph B of this article, and without infrigement to the legal or contractual rights of the employer, a foreign worker may, without the consent of his employer, transfer to another employer."
By this, with the help of the Labor Ministry, Embassies, Local Organizations, the new rules of LMRA finally took its place and those companies abusing their workers and staff life, profession and freedom finally ended by the LMRA. I do hope that through the power of the people, voices of the people, we may be heard and this employment slavery end as soon as needed. Finally after decades of struggle, the expats of Bahrain now is looking forward to a better future. May God bless us all!
