Processing Visa in batches (+ with Quota)

Hi,
I would like to confirm if it is true that Visa is being processed in batches and it is also subjected to a certain no. of qouta. Once the quota has been utilised, the dept (MOI) won't be able to process anymore Visa until a fresh set of quota has been given.
(FYI: it is regarding working Visa for a foreigner)
