Based on my knowledge since there is no complaint or police case filed against him regarding his debt in UAE for not paying almost 7 months ask him to exit UAE and come to Qatar, Iam sure that they will not hold him at UAE airport...Good luck...

I was writing as per experience, as I have two colleagues who had the same problem and both were held at the airport.

In addition to the above, talking to the bank prior to exiting UAE would be a solution....he has to tell them that he has offer in Qatar and will promise them to pay his credit on monthly basis. However, it will be difficult...usually, if the bank will agree with him, they will take his passport as guarantee that he wil pay them. So I suggest him to just serve his term in the jail. It will just be quick if he has small amount of credit/ loan. After 23 days, he is credit free and he can exit and enter in UAE without any problem at all.

If he didnt pay for the consecutive 3months, the bank will automatically file a case against him at the police station and he will be stopped at the immigration. He should pay before going out of UAE. Otherwise once caught, he has to pay first the bank. If he has no money, he will be jailed for 23 days for the credit or loan amount of AED 40,000 & below. If he has credit with different bank, he has to serve the terms separately.
