please help me regarding my id card

when i renew my id card last year since last july 2009
i give to our mandoob!! then i expect to get my new id card. but they give me only the copy of my passport which valid a residence permit it will expired this july 2010. even when i take my vacation i got my passport and ask again about what happen my id why still he didnt give it to me? he said its hard to get your id card but dont worry theres no problem you can show your copy of your passport. then my problem right now i got a new job and i will transfer my sponsor... i complete all the requirements except my id card. i ask the mandoob that i need my id card but he said even no need you can transfer your visa without your id card. but my problem they call me again my new employeer that they need my id card to process all my requirement so that i can transfer and to start at my work if i will finish all the tranfers sponsorhip... plsss help me..... i will appreciate your advice to get my id card.. i need to work its bored bored here....
