NOC question

Hi everybody,
I am working for a company that said from the beginning that they are not giving NOC, or more exactly, "on a case-by-case" basis" (HR' speech).
If I know the ambassador of my country (UE), do you think it can helps?

If not there is no point, NOC is still going on BIG issues in QATAR
As you have said it is case to case basis, why not try to ask first in a humble manner with your direct supervisor and later to HR concerns. What I mean, there is a chance that your Boss will support you, if the offer from another company is 10x better than what you've got right now. Before anythingelse, keep on praying for that if you really desire to be transferred. God bless.
Galloper is absolutely right. There's nothing you can do about it except to try your luck in asking politely your sponsor.

And so far I have not met anybody with enough power to "override" the rules not even based on the people they know.
So in the end it still is a matter of between the employer and the employee.
