If your contract is 'Open Ended' or 'Indefinate' (please check your contract) then the law requires that your sponsor provide you with a NOC regardless of the reason they are releasing you (unless you are convicted of a crime).
Whether or not they actually provide you with a NOC is a different matter. If your HR Manager is a friendly and approachable type then go and have a friendly chat with him/her - ask for advice and help and see what happens.

If you are granted a NOC from your present sponsor, you could do a sponsor change here, instead of going home & coming back on a new visa.
you can request NOC from your present company. and you can come again qatar in new visa
You can ask, doesn't mean you can get.
