After 6 years of service, I resigned from my job in Qatar in December 2013. I am still under NOC period. However, my business visa application has been rejected for some unknown reason. Cannot I enter Qatar on visit or business while being under NOC period?

NOC From your employer may be expired, check the date mentioned over there, they may accept the NOC validity Six Month Only,

You will need an NOC from your previous sponsor to obtain a business visa or visit visa.
