NOC for changing the employer

I worked in Qatar in a company A for 1 year and they gave me NOC to company B (in the NOC company A wrote that they have no issue in me coming back to Qatar in company B's visa). Unfortunately company B is not getting the visa. So company B bought me in their business visa. Can I change into another company C, who have visa with the NOC from company B ? rather is it company B itself or my old company A to give me NOC since company B has only brought me in business work visa ?
