My contract here in my company are already finished last December 1 2012, I joined last December 1 2010, I'm local hire here in Qatar and I'm a visit visa before. I'm asking to my company if I can get a release paper but they are refuse me to leave their company and they told that they will not give an NOC.
I want to ask if I have right to get my NOC because since my contract is already finished and I'm local hire here in Qatar.
Somebody can give the contact number of labour dept. where I can go and ask for help?

One can stay with valid visa in Qatar but cannot work without sponsor’s permission even he or she has valid visa its illegal.
You were on visit visa and they gave you working visa, now you have completed your contract, you can’t do anything if they will not give you NOC.
Is this applicable only in case of your employer provided you a work visa (and NOT business visa)
I came on a business visa and I got a another offer from a company in Qatar itself (before my employer provide me the work visa). In this case I may not require NOC from my employer. Is my understanding correct?

If your sponsor does not release you then you have to stay and work with him otherwise you cannot survive in Qatar without a job, right ghazalz?
To give NOC is merely the discretion of the company... You cannot do anything if the company refuses to give you... Best option is to stay with your company otherwise you have to leave Qatar and wait for another 2 years to be able to work here again... Good luck bro...

Is it necessary to work with your sponsor or you can stay here without a job too?

What is the second step if a person gets NOC?
It is not mandatory for an employer/company to give an employee a NOC, it is purely/solely the discretion of the employer/company to give or not to give a NOC.
Even if your contract is already expired and they still didnt give you a release and you still go to work,just ask them for a new contract.
