New transfer Rule on Business Visa to Working Visa?

i was a newly hired by a company but when they tried to transfer my business visa to working visa on June 3, 2015 the immigration said there is new rule that you need to exit first (usually in dubai) to obtain exit stamp in the passport and come back (after 2-3hrs) when the working visa is ready. How reliable is this information. Does anyone here had the same problem with me? Thank you
