Need suggestions regarding NOC after finishing contract and Project

I am going to finish my employment contract ...since my employer dont have any new contract. Giving the same reason he is releasing me from the project with many. The bad thing is that the company didn't give NOC to any of his employees in past. Since I am planning to do some business here I need NOC ... I requested politely ..but no use... What I can do legally to get it ???
I will be thankful for your valuable suggestions.

Hmmm no NOC is needed when you will apply on business visa after... or so I have heard...

Is it true? An acquaintance of mine was able to return to Qatar even without NOC, he just used and is still using business visa.
