Need Help For Sponsorship Trans.

hi! I'm just new here in QL .I just want some advise with regard's to the status of my Visa.I am a mechanical engineer from the phils., my previous company here in Doha provided me NOC while working with them in less than 2 years. When I moved to my new company as an Applications Engineer ,they advised me that my visa will be transfered only after i finished my 2 years stay here in qatar. Is this really the rules in qatar labor Law?.What they did they provided me with secondment letter,stating that i am allowed to work with other company. I don't have the idea what this secondment card indicates because it is written in arabic. Secondly I'm also planning to transfer with other company bec.in my position as Applications Engineer for HVAC they only give me QR 3,500 as my basic salary +company accommodation +company tranpo.Is this rate fair enough?.my previous work is related to design MEP.hope their is someone who could help me with my concerned.It will be deeply appriciated.Thanks in advance.
