my brother did fingerprint in doha last july 2009 but no pataka was issued to him..He did medical and fingerprint in doha..apparently we found out that the visa was issued to him is what they called blue visa..after 1 year of staying in the company my brother decided to resign go home to the country of origin without an NOC...and last november 2010 he was directly hired from one of the company here in doha..now we are worried maybe if he will do fingerprint for the second time in doha the immigration will found out that he worked before in doha..but we are quite confident that he can do fingerprint for the second time because the first time he did fingerprint from the old company was no Pataka issued to him..plsss advice me guys...thanks

Just wait for his Work Visa from the New company he got hired....

If Immigration issues a Work Visa then he is safe, other wise he has to complete his 2 year ban or get a NOC from his previous employer....

Did your brother mentioned to the New Company that he worked previously in Qatar???????

Pataka (ID card) is just a sign that shows your visa type and your validity. If your brother has done finger print and got the resident permit stamped on his passport (obviously he did as he stayed in qatar for 1 year), then it is very clear that he got RP in qatar. So there is no point of talking about pataka alias ID card.

If he left the country by resigning and they cancelled his visa, he is not allowed to get in to qatar for 2 years. If not (not cancelled) he needs an NOC from his previous sponsor.

(Please do note that i may be wrong as you are talking of blue visa)
