Marriage certificate legalization is compulsory to get family visa. Spouse only can act as visa sponsor for the life partner. First of all you need to obtain Marriage certificate from the issuing authority of concerned local areas.
MEA attestation is under the ministry of external affairs government of India. Ministry of External Affairs will do Marriage certificate legalization. All the documents issued in any state in India before submitting concerned Embassy. This is the procedure to get marriage certificate legalization. After getting attestation on marriage certificate you can submit the document for family visa.

You should fill the application form and should submit with supporting documents as Bride And Bridegroom Age Proof ( School Leaving Certificate Or Passport Or Birth Certificate Or Domicile Certificate Or SSC Board Certificate), Bride & Bridegroom Residential Proof ( Ration Card Or Passport Or Election Card Or Light Bill And Telephone Bill Of Own Name), Photograph Of Both Bride And Bridegroom, All Above Document Along With Original Attested Xerox Copy.After getting Marriage certificate you can summit it for marriage certificate legalization. You are requested follow certain steps for it. Initially you need to get attestation from notary attestation. After that you can submit for H.R.D attestation. This confirms that your marriage certificate legalization will get authentication from MEA.
