Is it possible to Transfer a visa position?

My brother has previously given a drivers visa ( as that is the only available visa that time). He is a certified Electrical Engineer, passed the board exam and has all the authenticated document that will prove that he is a genuine Engineer. My brother has requested his company to replace his Visa with Engineers visa or any visa that is qualified to sponsor a family ( Driver's visa holder cannot sponsor anybody).
could you please let me know if there is any chance that the Visa can be transferred into another position? how long does it takes ? how much does it cost?

My brother has already provided all the needed documents like Diploma and certificates which proves that he is a real and full pledge engineer(electrical). my brother is only 2 years here in qatar but more than a year on his current company. I will try to check if that affects the transfer as well.

Nope, its very easy to change the visa Profession. Your bro should request to his company for the change of visa Profession. On his side, he should provide authenticated documents of school records. Thats it and they have to work in it. I mean, their HR or PRO's.
I am not sure if they need a year to do that but Im sure that they dont need a bank statement of the so called bank history (nope).
I almost have the same case with your brother, so just recently I decided to request for the change of Visa Profession and my company responded to it and now my new visa is under process.
Another thing, I'm almost 2years in my company and 6 yrs in Qatar thats why Im not sure with the tenure.
it is possible after you are able to show a good banking history, am not sure how long [bank history] but i know you can only change it [visa] after a year., :) but do check the new laws if they have somethin about this., :)

thanks makikomoto ... does it means that they can only transfer after the current visa expires? is there any possibility of Changing it immediately? the problem is the PRO is saying that it is not possible to do. please advise
after a year, provide a good bank history and and you can change it, the company PRO should know that., :)
