is it possible to come in qatar?

hi,
i want to know your precious suggestion about this matter.
my brother is working in AbuDahbi on work visa. now he got a job offer here in qatar. whether he have to get visa cancellation from abudahbi or he can come directly here. is there any kind of problem for him or not?
he will leave abudahbi on emergency leave and after going to home country he will come in qatar,, is this ok?
please give me your ideas,

He has to resign and cancel his visa in AD. He has to come here with clean record otherwise he will not be issued visa to work here. Worse his employer might complain for absconding and he will get into trouble. This is GCC. For a visit he can get visa without problems.

No problem, he can leave AD / visit your home country / come here as you planned.
It is better to resign , go home for , say 2 weeks and join new job here .
