Is it legal to start work without processing work document and transfer visa yet?

My daughter is on visit visa under my sponship, she finds and signed a job contract, and immediately she starts to work already without proper process documentation by her employer, is this legal?. Still she is under visit visa extention, and got another good from another company promissing she must work after all papers documentation and visa transfer were done.

Go with the good offer.Technically, it is Illegal. employer should provide everthing with the new hire prior to start joining of work to the company.but most of the company practice is letting the people work while visa is on process but u have to make sure of that because others is playing just to use the current visa validity.
