Is it easy to transfer visa from private to government?

Im currently employed in a prestigious private hospital on about 1 year and 10 months. I was hired locally and signed on my initial contract way back 2007 as indefinite contract and with yearly two-way tickets. From then, i didn't signed again after a year but they issued me a renewed visa. Because of some professional and personal reasons, I applied in the government,(ministry) and luckily i passed the interviewed and waiting only for the offer letter. My question is, did you think my sponsor right now can give me release since I will be finishing my two years after two months? Some says that if the government will hire, its very easy to get a release or NOC from the private sector im with now.Is is true or not?.They know me from being a good and efficient staff from them, I contributed my knowledge, service and effort on the Department, did you think this will be big help for my release? In anyways, 2 years of service can grant loyalty, right? Please give me informations for those who are experienced and more knowledgable regarding Qatar Law.Big thanks for whom can give me informations..THANK YOU from now
