Issues in getting a job...... Need to help

One of my Indian friend is going through a tough time to get a job here in Qatar. He was interviewed twice by a company for an IT Job and was also given a confirmation over the email stating his salary package and other stuffs.

Now before issuing the offer letter to him the company says that the person should have completed a 3 years degree whereas the he had only completed 2 years degree course due to his personal issues and had also informed company before. It was also said to him that the Immigration office would not accept in this case for issuing a work visa.

After the confirmation was received he had rejected other offers from other companies thinking he got a job and will be moving to Qatar but he is now under a big problem.

Can some help on this to know whether is it mandatary for a person to have a 3 years complete bachelors degree to get a job in IT here. coz i know some people here are undergraduates and are working in Qatar in IT.

Would appreciate for genuine answers please.

Laws in Qatar keep changing without any official press release it seems. People are just expected to "know" whats happening after they have applied or been been rejected.

No one knows for certain how these laws come into place or who is making them.

Few days back i read that it a bachelor's degree was one of the requirements for applying for family visa, now its work visa, so yeah dont expect a genuine answer coz we dont know for sure.
