if u doesnt have phone connection .. get one first !
if u have its so easy,
just buy EBHAR card from any shop thin go through instructions ,(4 Qr for hour)
or without card by this information:
user name = user
password= password
with phone no : 161 ( 6 QR for hour)
BUT .. its so slow :) on both of them

You need a Residence Permit to apply for an Internet connection without a Residence Permit, life would be very diffucult for you.
An alternative would be to ask a friend or relative with a valid residence permit to apply in your behalf.
