how to do Room Contract Attest by Baladiya

I have a problem to do the Room Attestation for my Room from Baladiya. I recently Shifted in this room.

I don't have directly contact with the Villa Owner. My Villa Compound is owned by the Egyptian Family. He put up in Qatar Living for Independent 1BHK Part of Villa for Rent.

He has given me the Flat Villa Contract Copy with Electric Bill without any other documents. And told me he will not be able to produce any letter from the Owner or from him also.

Now I am staying with my Family on Visit Visa, but how can I apply Resident Permenant Family Visa, though I have all the papers available with me except the attested Baladiya Room Agreement.

What shall I do now? Where Shall I approach?
What is the other Option I can do here?

PLEASE HELP OUT OF THIS ISSUE?

there is no other way but to get another room which may provide all required docs to get baladiya stamp
