how can i go to watch dubai desert festival???

Hi people.Im an Indian who has recently come to Qatar.I want to go for the Dubai Desert Festival 2009 which will be held in the month of march.What are the visa procedures that I have to do here??I want to stay in Dubai at my friends place..Is it possible to get a visa for a week??What will it cost me ???Please help me as I am new to this place.Thanks Guys.
