How to bring my 19 year old brother's son to Qatar for 2 weeks?

I would like to bring my 19 year old nephew from India to Doha for a couple of weeks. I am told that only blood relatives are given visa like parents, brothers, sisters. What is the procedure to bring my nephew here if he is not accompanied by my brother? Where do i apply for visa and what are the essential documents? Can anyone advice?
