HOnduras- where to ask for a Visa?

Can anybody say me where my boyfriend could ask for a tourist visa to come with me the first month of my staoy in Qatar? There is not Qatar Embassy in Honduras or a near country...
I will be arriving in 2 months and we would like to be together so he can help me to install...
